The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Where external lighting is to be installed, prior to construction above damp-proof course level, a lighting design for bats, following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023), shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed. Lux levels should be below 0.5 Lux on key & supporting features or habitats. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Internal lighting should be recessed where installed in proximity to windows and blinds should be fitted to reduce glare and light spill (Institution of Lighting Professionals & the Bat Conservation Trust 2018). Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity

No vegetation/building removal works around the site shall take place between 1st March and 31st August inclusive, unless a competent ecologist has undertaken a careful, detailed check of the trees, shrubs and scrub and tall ruderal vegetation to be cleared for active birds' nests immediately before works proceed and provides written confirmation that no birds will be harmed and/or that there are appropriate measures in place to protect nesting bird interest on site. Any such written confirmation should be submitted to the Local Planning Authority by the ecologist accompanied by dated photos showing the site before and after clearance. In no circumstances should netting be used to exclude nesting birds. Reason: Nesting birds are afforded protection under the Wildlife and Countryside Act 1981 (as amended). Although this is a legal obligation the law does not specify a time period – some species can breed outside the time frame given.

To avoid harming hazel dormice and nesting birds, removal of hedgerow shall be in according to the following prescriptions. Prior to any works, including groundworks, commencing on site vegetative clearance will be carried out in strict accordance with the following procedure, either: a) Between April and August, a licensed dormouse ecologist will check the site for nests immediately before clearance. If there are no nests, then the hedgerow can be removed. If present the removal shall proceed either as per b) or c) below. The results will be communicated to the Local Planning Authority by the licensed dormouse ecologist within 1 week of the inspection. b) In September or October when dormice are still active but avoiding the breeding and hibernation seasons. A licensed dormouse ecologist shall supervise the work checking the site for nests immediately before clearance and, if needed, during clearance. All work shall be carried out using handheld tools only. If an above-ground nest is found it shall be left in situ and no vegetation between it and the adjacent undisturbed habitat shall be removed until dormice have gone into hibernation (December) as per method b). The results will be communicated to the Local Planning Authority by the licensed dormouse ecologist within 1 week; or c) Between December and March only, when dormice are hibernating at ground level, under the supervision of a licensed dormouse ecologist. The hedgerow, scrub and/or trees will be cut down to a height of 30cm above ground level using hand tools. The remaining stumps and roots will be left until the following mid-April / May before final clearance to allow any dormouse coming out of hibernation to disperse to suitable adjacent habitat. No vegetative clearance will be permitted between June and September inclusive when females have dependent young. Written confirmation of the operations will be submitted to the Local Planning Authority by a licensed dormouse ecologist within one week of the work Reason: In the interests of the 'strict protection' of a European protected species nesting wild birds and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity

As enhancement and compensation measures, and in accordance with National Planning Policy Framework (NPPF), please apply the following conditions to any planning permission granted. The following will be incorporated into the site proposal with photographs of the installed features submitted to the Local Planning Authority prior to first occupation: The installation of a minimum of two bird boxes around the site boundaries or on buildings will provide additional nesting habitat for birds e.g. Schwegler No 17 Swift Nest Box, Schwegler 1SP Sparrow Terrace, Schwegler 1B Nest Boxes, Schwegler 2H Robin Boxes, Woodstone Nest Box, Or a similar alternative brand. Tree boxes should be positioned approximately 3m above ground level where they will be sheltered from prevailing wind, rain and strong sunlight. Small-hole boxes are best placed approximately 1-3m above ground on an area of the tree trunk where foliage will not obscure the entrance hole. Swift and sparrow boxes should be positioned at the eaves of a building and can be incorporated into the fabric of the building during construction. Installation of 1 X schwegler bat box (or similar if unavailable), purchased or built, on either the north end gable or to a mature tree on site, facing south or west, at a height above 3m. To mitigate for the removal of the grasslands, an area of remaining grassland will also be enhanced with a species-rich grass seed mix. There is also an opportunity to enhance the current orchard area in quality so it meets the criteria for Traditional Orchard (an English Priority Habitat), and extend planting here if possible. All new shrubs must be high nectar producing to encourage a range of invertebrates to the site, to provide continued foraging for bats. The shrubs must also appeal to night-flying moths which are a key food source for bats. The Royal Horticultural Society guide, 'RHS Perfect for Pollinators, www.rhs.org.uk/perfectforpollinators' provides a list of suitable plants both native and non-native. Where the landscaping scheme allows all new trees planted on site should ideally be from local native stock, such as field maple, ash, hornbeam, dogwood, spindle and beech. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 186 of the National Planning Policy Framework

The Biodiversity Gain Plan to be submitted to the Local Planning Authority in accordance with Paragraphs 13 and 14 of Part 2 of Schedule 7A of the Town and Country Planning Act 1990 shall be broadly in accordance with the approved Biodiversity Gain Statement [24th December 2024/ SLR Consulting Ltd]' Reason: To ensure that the strategy for meeting the Biodiversity Net Gain requirements for the development does not change significantly following the grant of planning permission and to minimise the risk of significant post-permission viability issues arising due to Biodiversity Net Gain issues

A Landscape and Ecological Management Plan (LEMP) shall be submitted to, and be approved in writing by, the Local Planning Authority prior to the commencement of the development [or specified phase of development]. The content of the LEMP shall include the following: Description and evaluation of features to be managed. Ecological trends and constraints on site that might influence management. Aims and objectives of management.  Appropriate management options for achieving aims and objectives. Prescriptions for management actions. Preparation of a work schedule (including an annual work plan capable of being rolled forward over a five-year period). Details of the body or organization responsible for implementation of the plan. On-going monitoring and remedial measures. Evidence (written statement and or photos) of meetings, toolbox talks, protection measures etc will be required upon completion of works; The LEMP shall also include details of the legal and funding mechanism(s) by which the long-term implementation of the plan will be secured by the developer with the management body(ies) responsible for its delivery. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the LEMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The approved plan will be implemented in accordance with the approved details. Reason:  In the interests of the 'Favourable Conservation Status' of populations of European and UK protected species, UK priority species and habitats listed on s41 of the Natural Environment and Rural Communities Act 2006 and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity

No development shall take place until details for the proposed materials for the car park, new access and colour paint for the parking spaces have first been submitted and agreed in writing by the Local Planning Authority. The development shall be in accordance with the approved details thereafter. Reason: In the interest of the visual impact upon the Listed Building in accordance with Policy D26 of the Sedgemoor Local Plan 2011-2032.

Details of the proposed access shall be submitted to and approved in writing by the Local Planning Authority prior to commencement. These shall include but not limited to; • Visibility splays of 43m (minimum) in both directions • Carriageway width of 6m • Corner radii of 6m • Consolidated surface for the first 6m from the edge of the carriageway The applicant will be required to enter into a suitable legal agreement with the Highway Authority to secure the construction of the highway works necessary as part of this development. The access as agreed shall be constructed in accordance with the agreed details prior to first occupation and retained as such in perpetuity unless agreed in writing by the Local Planning Authority'. Reason: In the interest of highways safety in accordance with Policy D13 and D14 of the Sedgemoor Local Plan 2011-2032.

Any entrance gates erected shall be hung to open inwards, set back a minimum distance of 6 metres from the carriageway edge and shall thereafter be maintained in that condition at all times. Reason: In the interest of highways safety in accordance with Policy D13 and D14 of the Sedgemoor Local Plan 2011-2032.

The areas allocated for vehicle parking on the submitted Proposed Site Plan, drawing number 330, shall be kept clear of obstruction and shall only be used for the said purpose and not for any other purposes. Reason: In the interest of providing sufficient parking in accordance with Policy D13 and D14 of the Sedgemoor Local Plan 2011-2032.

The development hereby permitted must not be occupied or utilised until the precise technical details of the electric vehicle charging points and parking bays to serve two cars are submitted to the Local Planning Authority. Each charging point should be at least 7kW, an untethered connection i.e. only a socket without a built-in cable, and capable of Mode 3 charging. These details shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme must be constructed before the development is occupied or utilised and, thereafter, must be maintained, kept free from obstruction and available for the purpose specified in perpetuity. Reason: In the interest of highways safety in accordance with Policy S4, D13 and D14 of the Sedgemoor Local Plan 2011-2032.

Prior to the commencement of development a landscape planting scheme shall be submitted to the Local Planning Authority for approval. The approved planting scheme shall be implemented in the first planting season following the completion of the development or otherwise agreed. Notwithstanding the submitted details and for the avoidance of doubt the landscape scheme shall comprise a landscape masterplan which identifies the trees to be retained, removed and proposed. The proposed planting scheme shall include a detailed scaled drawing which identifies the proposed green infrastructure and includes a plant schedule and planting specification. The planting schedule shall detail the proposed species, quantities, stock sizes, planting densities and spacings. Reason: To ensure that development sites are appropriately landscaped to provide enhancement of the environment, mitigation for vegetation that is to be removed, to ensure biodiversity is maintained and that planting schemes are established and managed into the future in accordence with D20 of the Sedgemoor Local Plan 2011-2032.
