The application fails to comply with the requirements of Class Q Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) because there is an insufficient level of detail to adequately evidence the amount of external fabric of the building that is of a condition that can be retained and a lack of clarity regarding the degree of works required, to be able to determine that such operations would amount only to a conversion, and not go so far as to amount to a new build. Particularly with regards to barn 1, the Dutch barn, there is insufficient evidence to demonstrate that this building is capable of being converted to form the main part of the residential accommodation without such significant building operations to be tantamount to a new build.
