The proposal is not considered to comply with the requirements of Class Q Town and Country Planning (General Permitted Development)(England) Order 2015 (as amended) as the proposal does not adequately evidence that the level of works proposed amount to those only necessary for the conversion of the agricultural building to a dwellinghouse, and rather it is considered that the works proposed indicate that the existing building is not structurally strong enough to take the loading which comes from the external works to provide for residential use. It is not considered that the application sufficiently addresses the issue of flood risk for this highly vulnerable use in Flood Zone 3.. In addition, the proposal would, by reason of its design, external appearance and proximity, result in an an unacceptable level of mutual overlooking between this building and the existing holiday to the detriment of the residential amenities of both properties.
