The building hereby permitted shall be removed and the land restored to its former condition on or before 4 September 2020 in accordance with a scheme of work submitted to and approved by the local planning authority. Reason: To enable the local planning authority to review the matter at the end of the limited period specified.

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

The existing access over its full width and for at least the first 5 metres of its length, as measured from the edge of the adjoining carriageway, shall be properly consolidated and surfaced (not loose stone or gravel) in accordance with details which shall have been submitted to and approved in writing by the Local Planning Authority. Once constructed the access shall thereafter be maintained in that condition at all times . Reason:- In the interests of Highway Safety.

There shall be no obstruction to visibility greater than 600 millimetres above adjoining road level in advance of lines drawn 2.4 metres back from the carriageway edge on the centre line of the access and extending to points on the nearside carriageway edge 43 metres either side of the access. Such visibility shall be maintained at all times. Reason: In the interest of highway safety.

The development hereby approved shall be installed with Finished Floor Levels of the modular building set at 7.75m AOD. Reason: To reduce the impact of flooding to the development and future users.

The retention of the change of use of land to provide a care centre for young adults with learning disabilities including the installation of a portakabin and associated works shall be retained and maintained by Northmoor View Farm and shall be for in connection with the established farming business only and shall not be sold off separately or used for any other commercial or business purposes at any time. Reason: The Application is acceptable as diversification of Northmoor View Farm and the local planning authority does not wish to see any commercial or business use in this attractive rural area and in the interest of visual amenity.
