The proposed development fails to respect the established pattern, grain and character of the village. The proposal would erode the openness of the site and result in an incongruous encroachment into a backland location, causing harm to the character and appearance of the area. The development is therefore contrary to Policies CO1, CO2, D2 and D9 of the Sedgemoor Local Plan 2011-2032, paragraph 7.15 of the Self Build and Custom Homes SPD and paragraph 139 of the National Planning Policy Framework.

The proposed access arrangement is unacceptable as it has not been satisfactorily demonstrated that the approximately 100m long private driveway can safely accommodate two-way vehicular movements associated with the proposed dwelling. As such, the proposal would result in a substandard and potentially unsafe access arrangement and fails to demonstrate that safe and suitable access can be achieved for all users, contrary to Policy D14 of the Sedgemoor Local Plan 2011-2032 and Paragraph 117 of the National Planning Policy Framework.
