1
The application site is located within Flood Zone 3a which is land at high risk from flooding. The proposal is categorised as a 'More Vulnerable' form of development in the Planning Policy Guidance to the National Planning Policy Framework (NPPF).  Development categorised as 'More Vulnerable' is not permissible in Flood Zone 3a unless there is no alternative land that is reasonably available for such a development within East Huntspill in Flood Zones 1 and 2. It has not been robustly demonstrated that there is no alternative land reasonably available in a lower flood zone and as such it is considered that the proposal fails the Sequential Test as set out in Planning Policy Guidance to the NPPF. Furthermore it is not considered that proposal will provide wider benefit to the community that outweighs flood risk and therefore the Exceptions Test is not considered to have been passed. As a consequence it has not been demonstrated that the development has an essential need to be located in this high flood risk area, where the risk to people and property is hight. As such it is considered that the proposal is contrary to Sedgemoor Core Strategy Policies S1 and D1 and Section 10 'Meeting the challenge of climate change, flooding and coastal change' of the National Planning Policy Framework.
2
The proposed holiday accommodation (static caravan) in the rear garden of a terrace dwelling represents an unnatural and unneighbourly form of development that would result in the proposed holiday accommodation having an unsatisfactory relationship with the existing dwelling (No 1 Factory Lane) and it would have an adverse impact on the amenity of neighbouring residents, by reason of noise, disturbance and loss of privacy. A static caravan in this location is not considered to be of sufficient high quality design to be acceptable for the proposed use. The proposal is therefore contrary to Policies D2 and D16 of the Core Strategy.
3
The proposed holiday accommodation fails to provide the level of off-street parking required for the proposed use and that of the existing dwelling, necessary to satisfy the requirements of Somerset County Council Parking Strategy and as such is contrary to the Parking Strategy and Policy D10 of the Sedgemoor District Core Strategy.
