The site lies within Flood Zone 3a, which is land defined by the planning practice guidance as having a high probability of flooding. The submitted Flood Risk Assessment (FRA) is considered inadequate. Notwithstanding the flood resistance and resilience measures proposed in the submitted Flood Risk Assessment, the risk to life from tidal inundation would be unacceptable as the proposed conversion would introduce a new self-contained ground floor dwelling within an area where tidal flood risk cannot be ruled out over the lifetime of the development. The proposed self-contained ground floor unit would be at an unacceptable risk of flooding to people and property. As such, the proposal fails to meet Policy D1 of the Sedgemoor Local Plan 2011-2032 and the NPPF(2026).

By virtue of the limited internal floor spaces, the lack of any outdoor amenity spaces and associated storage areas, the development lacks in quality and usability for the occupants of the proposed flats and would result in an unacceptable level of amenity for the future occupiers of the development contrary to Policies D2 and D25 of the Sedgemoor Local Plan 2011-2032.

The proposed development does not make adequate provision for the manoeuvring of vehicles within the site and would therefore be likely to result in vehicles reversing onto the highway, with consequent risk of additional hazard to all users of the road and interference with the free flow of traffic contrary to Policies D13 and D14 of the Sedgemoor District Council Local Plan (2011 and 2032).
