The proposal fails to satisfy Q.1 (i) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) as the proposed recladding of the whole building would constitute a 'fresh build' and would not be seen as to the extent reasonably necessary for conversion to a dwellinghouse.
