The application site is located within Flood Zone 3 which is land at high risk from flooding. This application seeks full approval for a site used for a holiday unit and this use is categorised as a 'More Vulnerable' form of development as set out within the Planning Practice Guidance. Development categorised as 'More Vulnerable' is not permissible in Flood Zone 3 unless there is no alternative land for such a development reasonably available in Flood Zones 1 and 2. The Local Planning Authority (LPA) considers that there is sufficient land available locally, in lower flood risk zones, to deliver an adequate supply of such a use and as such considers the proposal to fail the Sequential Test set out in Section 14 of the National Planning Policy Framework and Policy D1 of the Sedgemoor District Local Plan.

The site is within a countryside location where development is appropriately controlled and there is no essential need to provide such a tourism use in this location. The use of the proposed building as a holiday let would not provide significant job opportunities, promote education or interpretation of the environment. It would also not increase accessibility to the District's tourists assets as it would not be linked to any such tourism use or facility and would be a significant distance from them. Furthermore, it is within an unsustainable location and would not maintain or enhance the environment or provide opportunities for sustainable means of travel. The proposal has not been supported by a robust business case demonstrating its viability and is therefore contrary to Policies S2 and D17 of the Sedgemoor District Local Plan.
