In the absence of an identified Local Housing Need to justify the release of this site through Policy T3a, residential development of this scale within this Countryside location would result in unsustainable development that would result in unacceptable encroachment into the Countryside result in a detrimental impact on the character and appearance of this edge of settlement location contrary to Local Plan Policies S2, D2, D19 and C01 which seeks to appropriately control development.

The affordable housing cluster located on the south east boundary due to layout appears contrived in respect of layout due to the location of the parking, floating area of green space to the north of plot 13, orientations allowing for a degree of overlooking (plots 8/9 in garden area of 10) and the absence of defined separate pedestrian routes fails to integrate this cluster into the market housing and would result in a poor quality of design for future occupiers and an unacceptable level of amenity contrary to Policies D2, D6, D25 and T3a of the Local Plan

In the absence of trail trenching insufficient information has been provided to ensure there was not be a significant impact on archaeology on the site contrary to Policy D26 of the Local Plan and guidance contained within the NPPF.

In the absence of an identified Local Housing Need to support the scale of development once mitigation is in place the proposal would still result in moderate adverse impact and would therefore harm the surrounding heritage assets and their setting impacting on their historical significance. The development would therefore be contrary to advice contained within the NPPF and Local Plan Policies T3a, D19 and D26.

In the absence of an identified Local Housing Need to support the scale of development as proposed there would be insufficient information to support further housing which is high risk development within this area of flood risk. Without an appropriately identified affordable housing need the development fails the sequential test and would therefore conflict with Policy D1 and advice contained within the NPPF.
