The proposed works to the conservatory as described constitutes a new building by virtue of the extent of demolition and re-building proposed and does not constitute permitted development by virtue of the fact that the proposed conservatory would extend forward of the principal elevation fronting the highway. The development would not comply with Schedule 2, Part 1, Class A (e) of the Town and Country Planning General Permitted Development) (England) Order 2015.
