1
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2
The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.
3
Works to the building shall not in any circumstances commence unless the Local Planning Authority has been provided with either: a) a copy of the licence issued by Natural England pursuant to Regulation 55 of The Conservation of Habitats and Species Regulations 2017 authorising the development to go ahead; or b) a statement in writing from the licensed bat ecologist to the effect that he/she does not consider that the specified development will require a licence. Reason: This is a pre-commencement condition in the interests of the strict protection of European protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.
4
Before the dwelling hereby permitted is first occupied the windows in the south west elevation (indicated as serving the bathroom and living room on the submitted and approved Location & Block Plans, Existing and Proposed Floor Plans & Elevations Drg No. 544/002 rev B) shall each be fitted with a non-opening and obscure-glazed window, and shall be retained in that fashion thereafter in perpetuity. Reason: To safeguard the privacy of the occupants of the building and neighbouring property in accordance with Sedgemoor Local Plan 2011-2032 Policy D25.
5
Details shall be submitted of the landscaping to form the garden and boundary treatment for the dwelling hereby approved. The works shall be carried out in accordance with the approved details prior to the first occupation of the dwelling hereby approved. Reason: To preserve the character and appearance of the former telephone exchange in accordance with Sedgemoor Local Plan 2011-2032 Policies CO1 and D2.
6
The existing clay roof tiles on the development hereby approved shall be retained and any which have deteriorated beyond reasonable use shall be replaced with reclaimed tiles of matching profile and colour. Reason: To preserve the character and appearance of the former telephone exchange in accordance with Sedgemoor Local Plan 2011-2032 Policies CO1 and D2.
7
Notwithstanding the details on the application form the windows and doors on the dwelling hereby approved shall be dark coloured PVCu. Reason: To preserve the character and appearance of the former telephone exchange in accordance with Sedgemoor Local Plan 2011-2032 Policies CO1 and D2.
8
The permission hereby granted only permits the conversion of the building to a dwelling. The existing building shall not be demolished and/or replaced with a new structure. Reason: The proposal is only acceptable as it involves the conversion of an existing building. Conversely, the construction of a new building in its place would be contrary to Sedgemoor Local Plan 2011-2032 policies CO1 and D19.
9
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revising revoking and re-enacting that Order with or without modifications), there shall be no enlargement or extension of the development hereby permitted, including any additions or alterations to the roof, or insertion of new or enlargement of existing window or door openings without the prior written approval of the local planning authority by submission of a planning application. Reason: In the interest of visual amenity and to protect the character of this former telephone exchange in accordance with Sedgemoor Local Plan Policies 2011-2032 CO1 and D2.
