1
The proposal, by virtue of the provision of separate entrances for the properties, subdivision of the front garden, and increase in number of vehicles parked on the driveway, would detrimentally alter the characteristics of the host building, creating a higher density and terraced form of housing in an area featuring predominantly semi-detached properties at low density. As such the proposal would constitute an intrusive and alien form of development that does not positively respond to or reflect the characteristics of the area. Consequently, the proposal is contrary to Policy D2 of the Sedgemoor Core Strategy 2006-2027, Policies T10 and D2 of the emerging Sedgemoor Local Plan 2011-2032 and Section 7 'Requiring Good Design' of the National Planning Policy Framework.
2
The proposed on-site parking and turning arrangements, by virtue of the size of the proposed spaces and limited area for turning within each plot, are considered inadequate and unworkable. The proposal does not enable a vehicle to enter and leave each plot in forward gear, and would result in conflicting traffic movements on or close to the highway (Higher Road), giving rise to a severe impact on highway safety in general. The proposal is therefore contrary to policies D9 and D10 of the Sedgemoor Core Strategy 2006-2027, and Section 4 'Promoting sustainable transport' of the National Planning Policy Framework.
