There is insufficient evidence to justify the erection of a dwelling in this countryside location, albeit restricted tourism use. The development, if permitted would give rise to a residential use and the associated paraphernalia outside the settlement of Cheddar in the open countryside, within a protected area of Countryside Around the Settlement of Cheddar, designated as being particularly important for the landscape setting of the settlement where there is a specific emphasis on retaining a largely rural character and appearance. The application site is within sight and sound of and blighted by the noise and visual intrusion from the nearby quarry, further contributing the fundamental challenges of the location for tourism use. There is insufficient evidence to demonstrate a specific countryside attraction exists here to justify such development, which would in itself, neither improve the quality or diversity of the tourism offer nor enhance the image of the area as a tourism location. Furthermore the proposal would fail to protect and enhance this area of protected countryside. As such the proposal is contrary to policies CO1, D2, D17 and D31 of the Sedgemoor Local Plan and policies BE1, BE4 and LEH1 of Cheddar Neighbourhood Plan.
