The proposal to subdivide the existing dwelling and convert and extend the garage to the rear of the site would give rise to a cramped and contrived form of development that would unacceptably impact on the living conditions of future occupants due to the over-shadowed, compromised and poor quality outdoor space serving each property, with poor outlook and impacts from noise and proximity of vehicles further compromising the amenity of occupants of the dwelling formed by the converted garage. As such the proposal is contrary to policies D2 and D25 of the Sedgemoor Local Plan 2011-2032, policy BE4 of the Cheddar Neighbourhood Plan and paragraphs 130 and 134 of the National Planning Policy Framework.

The proposal by reason of a contrived and cramped layout with parking provided to the front of the subdivided dwelling served by a new access very close to an existing junction on to a B-class highway, would result in conflicting vehicle movements with poor visibility both for vehicles entering Hopwoods Corner and those exiting the parking spaces.  As such the proposal would have a severe and  unacceptable impact on highways safety contrary to policy D14 of the Sedgemoor Local Plan 2011-2032, and paragraph 111 of the National Planning Policy Framework.

The proposal, by reason of the partial demolition of the existing stone wall and provision of parking to the front of the existing house, negatively impacts on the street scene, and fails to positively respond to or reinforce local character.  The proposal is therefore considered to be contrary to policy D2 of the Sedgemoor Local Plan 2011-2032, policy BE4 of the  Cheddar Neighbourhood Plan and paragraphs 127 and 130 of the National Planning Policy Framework.
