The works shall be carried in accordance with the bat mitigation strategy outlined by Clarkson Woods (17 August 2018) as submitted, which shall include the following, unless otherwise modified by Natural England licence:- a) A licensed bat ecologist will provide a tool-box talk on bats and the licence to the contractors undertaking works affecting bat roosts; b) The licensed bat ecologist will be present during works affecting the bat roosts or where bats may be uncovered during works; c) The roof will be dismantled using a soft-strip approach to minimise risk to any bats that may be present. This will be carried out during suitable weather conditions, i.e. dry, calm or light breeze, temperatures no less than 8°C during the day or at sunset (if the work is carried out in the winter months, a minimum of 3 consecutive evenings must have a temperature of at least 8°C on the night of and following the works affecting roosts); d) The roost features will be reinstated during roof repairs or replacement of sections of the roof. The features will comprise small gaps and crevices leading to small recesses but will mimic the features and size of roosts being lost, which will be determined during the softstrip. At least four bat access tiles will be installed. Additional features may be necessary should other roost locations be found during the soft-strip (i.e. where a bat or droppings are found, which can sometimes happen); e) No breathable roofing membrane may be used in the roof construction, only traditional bitumen felt lining will be permitted so as to prevent bats becoming entangled. f) As an enhancement feature one additional roost feature will be created, which could comprise another bat access in the roof structure or a bat box on a tree or building. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority. Reason: To safeguard European protected species and the 'FavourableConservation Status' of local populations of such species in accordance with Local Plan policy D14.
