2
The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.
3
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 or any statutory instruments revoking or re-enacting the Order with or without modification, the prior written permission of the local planning authority shall be obtained for the insertion of any new windows, other than any hereby approved, on the east and west elevations by the submission of a planning application made for this purpose. Reason: To safeguard the privacy of adjoining properties in accordance with Policy D16 of the adopted Sedgemoor Core Strategy
4
With the exception of the bathroom windows shown on the west elevation, all windows on the east and west elevations shall be fixed and non opening and shall be fitted with obscure glazing and retained as such at all times. The bathroom windows shown on the west elevation shall be fitted with obscure glazing and their opening limited to provide for ventilation purposes only in accordance with details to be submitted to and approved by the LPA before their installation. The development shall be implemented in accordance with the approved details and retained as such at all times. Reason: To safeguard the privacy of adjoining properties in accordance with Policy D16 of the adopted Sedgemoor Core Strategy.
5
Prior to the commencement of development samples of the materials and finishes of the external surfaces of the dwelling hereby approved shall be submitted to and approved in writing with the Local Planning Authority. The development shall then be carried out in complete accordance with the agreed details and retained and maintained as such thereafter. Reason: In the interests of the visual amenities of the surrounding area and in accordance with Policy D2 of the adopted Core Strategy. This matter needs to be confirmed at pre-commencement in order to ensure the materials are appropriate to the development's context at an early stage of the project.
6
No development shall take place until a detailed scheme for the drainage and disposal of foul and surface water, based upon sustainable drainage principles, from the site and development hereby approved has been submitted to and approved in writing by the Local Planning Authority. The submitted details should include details of existing and proposed connections and capacity and should demonstrate (through calculations where necessary) that there is sufficient capacity to accommodate the development hereby permitted. The scheme as approved shall be implemented in accordance with the approved details before the development is completed and brought into use. Reason:  To ensure that surface water run-off and foul water flows from the development are satisfactorily accommodated and to prevent the increased risk of flooding, as well as to comply with Policy D1 of Sedgemoor District Core Strategy and advice within the National Planning Policy Framework. This matter needs to be confirmed at pre-commencement to ensure effective drainage solutions are planned into the development from the outset.
7
Notwithstanding the details of the proposed front boundary wall along the Tweentown frontage of the application site as shown on Plan PL3764/No 6 Rev E, there shall be no obstruction to visibility greater than 900mm above adjoining road level in advance of lines drawn 2.4 metres back from the carriageway edge extending along the site frontage. Such visibility splays shall be maintained hereafter. Revised details of the boundary wall shall be submitted to and approved by the Local Planning Authority prior to its erection. The development shall be carried out in accordance with the approved details. Reason: In the interests of highway safety and in accordance Policies D9 and D10 of the adopted Core Strategy
8
The development hereby permitted shall not be occupied until the parking areas, as shown on Drg No. PL3764/No 6 Rev E have been provided. The parking area shall be properly consolidated and surfaced (not loose stone or gravel) and shall be kept clear of obstruction at all times and shall not be used other than for the parking of vehicles in connection with the development hereby permitted. Reason: To ensure that there is adequate space within the site for the parking of vehicles clear of the highway in accordance with Policies D9 and D10 of the Core Strategy.
9
The development shall be carried out in accordance with the conclusions and recommendations as detailed in the Phase 1 Ground Contamination Desk Top Assessment Report carried out by Green Brain Associates in 2007 and shall be implemented in terms of site specific investigation, following demolition and lifting of the site slab. Reason: In the interests of public safety and in accordance with Policy D16 of the adopted Core Strategy.
10
No demolition, or construction work involving noisy activities (such as the use of power tools/hammering) or deliveries to and from the site shall take place outside the hours of 07:00 to 18:00 Mondays to Fridays, 08:00 to 13:00 on Saturdays, with the exception of specific works which shall have been agreed in advance and in writing by the local planning authority and shall include details of the task, the date and duration of works. No works to take place on Sundays and Bank Holidays. Reason: In the interests of residential amenity and in accordance with Policy D16 of the adopted Core Strategy.
11
The bin storage area as shown on the approved plan PL 2764/No 6 Rev E shall be constructed and ready for use before the development hereby approved is occupied and shall thereafter be retained, maintained and replaced as necessary at all times. Reason: In order to ensure the provision of an appropriate waste/recycling storage area for use in connection with the flats in the interests of residential amenity and in accordance with Policy D16 of the adopted Core Strategy.
