The proposal does not adequately evidence that the level of works proposed amount to those only necessary for the conversion of the agricultural building to a dwellinghouse, and rather it is considered that the works proposed indicate that substantial rebuilding of all external elevations, including the northern elevation in its entirety would be required in order to facilitate the conversion to residential use. Therefore the application fails to meet the requirements of Class Q Town and Country Planning (General Permitted Development)(England) Order 2015 (as amended).
