Conditions and Reasons

Number
Condition
Complied Date
1
It has not been adequately demonstrated that there is an appropriate alternative care home provision locally, that there is no longer a demand for the use of the care home or that it is inviable for that the facility is no longer fit for its intended purpose. As such the proposal is contrary to policy D7 of the Sedgemoor Local Plan (2011-2032)
2
The proposed development does not make adequate provision for the parking of vehicles within the site and would therefore be likely to encourage the parking of vehicles on the public highway, which would interrupt the free flow of traffic and thereby add to the hazards of highway users at this point. The proposal is therefore contrary to Section 15 of the NPPF and policy D14 of the Sedgemoor Local Plan (2011-2032).
3
By reason of the loss of the traditional lias stone boundary wall and the introduction of a prominent frontage parking layout directly in front of the principal elevations and entrances to Plots 2 and 3, the proposal would result in a vehicle dominated and visually intrusive form of development that erodes a distinctive feature of the street scene. The proposal therefore fails to respond positively to local character and would be detrimental to the visual amenities of the area, contrary to policy D2 of the Sedgemoor Local Plan (2011-2032).
