It has not been demonstrated that the site was used solely for an agricultural use as part of an established agricultural unit on 20th March 2013. The proposal therefore fails to comply with Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).

It has not been demonstrated that the proposed development can be brought forward without a materially adverse impact on a protected species, or without resulting in added nutrient loads (phosphorous) to the catchment of the Somerset Levels & Moors Ramsar Site.  As such, the application fails to accord with the requirements of the Conservation of Habitats Regulations 2017, as required under Section 3 (1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
