It has not been demonstrated that there is a genuinely implementable consent for an existing dwelling at the site. There is no 'fallback' position as a result and as such no existing dwelling to be taken into account when determining the proposal against Policy D11 'replacement dwellings' of the Sedgemoor Local Plan 2011-2032. The proposal is therefore tantamount to the erection of a new dwelling in the countryside, being in an unsustainable location, remote from services and facilities, fostering a greater need to travel by future occupants. The proposal is therefore contrary to policies S2, CO1 and D11 of the Sedgemoor Local Plan 2011-2032.
