The application fails to demonstrate that the amount of building operations proposed are within the scope of what could be considered reasonable to facilitate a 'conversion' of the building. The proposal does not therefore comply with Q.1.(1). Furthermore, the elevations, whilst lacking details of materials, does indicate the design in terms of the size and positioning of fenestration details. However, the details of which would appear out of character with the building resulting in an adverse impact on the character of the area. Therefore, the proposal does not comply with Q.2.(f). The number of larger dwelling houses proposed by this application is 3 and together with the 2 larger dwellinghouses granted by the extant consent (13/23/00034 ) the number would amount to 5 which exceeds the number permitted by Q.1(b)(i) (aa). The cumulative floor space of the existing building amounts to 374sqm and together with the floor space of the building that is subject to the extant consent, which is 238.32sqm, the total amounts to 612.32 sqm. Therefore, the amount exceeds the area permitted by Q.1(b)(i)(bb). The proposal does not therefore comply with Q.1.(b). The development would result in larger dwellinghouses having more than 465sqm of floor space having a use falling within Class C3 Also, the cumulative number of separate dwellinghouses having a use falling within Class C3 (dwellinghouses)would amount to 7. The proposal does not therefore comply with Q.1(d) The development is therefore NOT permitted under Class Q.1 (I), Q.1(b), Q.1(d) and Q.2 (1) (f). Prior approval is therefore refused.
