Notwithstanding that structural engineers report states that the building is suitable for conversion, the information therein suggests that further structural work is required and the application fails to demonstrate that the amount of building operations proposed are within the scope of what could be considered reasonable to facilitate a 'conversion' of the building. Furthermore by virtue of the design of the conversion scheme, in terms of the size and positioning of fenestration details to the external elevations, the development would be out of character with the building resulting in an adverse impact on the character of the area. The development is NOT permitted under Class Q.1 (1) and Q.2 (1) (f) and prior approval is therefore refused.
