Conditions and Reasons

Number
Condition
Complied Date
1
The site is located outside of any defined settlement boundary, in a countryside location where development is strictly controlled. The dwelling and parking area is not associated with any agricultural or countryside need and offers no wider community benefit. The proposal is therefore contrary to Policies S1 and P6 of the Core Strategy.
2
The proposed dwelling is considered to be out of character with the surrounding area, due to its bulk, siting and form. The proposal is set back from the highway with no road frontage and is unacceptable backland development. The development would result in the proposed dwelling having an unsatisfactory relationship with the existing dwelling (Sunnybank) due to the existing barn/outbuilding being retained by Sunnybank and its close proximity to the proposed new dwelling. This relationship is likely to have an adverse impact on the amenity of residents of the new dwelling, by reason of noise, disturbance and loss of privacy. The proposal is therefore contrary to Policies D2, D5, D16 and P6 of the Core Strategy.
3
The application site is located within flood zones 2 and 3a. The Local Planning Authority considers that there is sufficient land available within Sedgemoor District in lower flood risk areas, that are sequentially more suitable to deliver an adequate supply of housing. The proposal therefore fails the sequential test and is contrary to Policies D1 of the Sedgemoor District Core Strategy and the National Planning Policy Framework.
