The proposed changes are considered to materially alter the appearance of the development as a whole by virtue of the increase in the height of the dwelling alongside the increase in the height of the rear projection and eaves level. The increase in the number first floor windows to the rear elevation to that permitted would potentially increase overlooking to nearby residential properties and would therefore affect the privacy of those residents. As the proposed works will go beyond the scheme approved by the planning permission they cannot be considered as a non-material change.
