Prior to the commencement of phase 3 as identified on the Proposed Parameter Plan Phasing Diagram (A11263 D1004 rev P1) within the legal agreement for 11/19/00003  (or any alternative phasing plan subsequently approved) an implementation timetable, and details of ongoing management / maintenance arrangements for the proposed emergency access shall be submitted to and approved in writing by the Local Planning Authority. Prior to the completion of phase 3 the emergency access shall be completed in accordance with the approved timetable and maintained thereafter. Reason:- In the interests of highway safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Notwithstanding the extent of the red line on the Planning Layout (drawing 0745-102-1 Rev A), the emergency access shall be fully constructed to the full extent of the redline shown on the Location Plan (drawing 0745-101-EAB Rev. A). Reason:- In the interests of highway safety and residential amenity in accordance with policies D14 and D25 of the Sedgemoor Local Plan 2011-2032.

The emergency access hereby approved shall not be brought into use until it has been fitted with a means of preventing its use by vehicles, other than emergency vehicles, in accordance with details that have been submitted to and approved in writing by the local planning authority Reason:- In the interests of highway safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

At no time shall the emergency access hereby approved be used by any construction traffic. Reason:- In the interests of highway safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.
