The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Prior to the commencement of development, an updated Bat Mitigation and Monitoring Strategy shall be submitted to and approved in writing by the Local Planning Authority. The content of the Strategy shall include the following: a) Aims and objectives of monitoring to match the stated purpose b) Identification of baseline conditions against which the success of the compensation roost can be assessed. c) Appropriate success criteria, thresholds, triggers and targets against which the effectiveness of the various conservation measured being monitoring can be judged, including identified intervals when reports describing the results of monitoring shall be submitted to the Local Planning Authority. d) Methods for data gathering and analysis. e) Location of monitoring. f) Timing and duration of monitoring. g) Responsible persons and lines of communication. h) Review and, where appropriate, publication of results and outcomes. i) Details of contingency and remedial measures to be implemented where monitoring identifies that the agreed success criteria, thresholds or targets are not being achieved. Once approved, the interval reporting shall be submitted to the Local Planning Authority as set out in the Strategy. If such reporting identifies that conservation aims and objectives are not being met, a report identifying any contingency and/or remedial measures required, together with a timetable for implementation, shall be submitted to and approved by the Local Planning Authority. The approved monitoring strategy, including any approved remedial measures, shall be implemented in full and retained and maintained thereafter for the lifetime of the development. Reason: A pre-commencement condition to ensure the effectiveness of the bat compensation measures and to maintain the favourable conservation status of protected bat species in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Prior to the installation of any external lighting, a lighting design for bats and other light sensitive species, following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023), or any subsequent update or replacement guidance recognised as best practice within the industry at the time of submission of the design, shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent light sensitive species using their territory. The design must include submission of contour plans illustrating appropriate lux levels in response to ecological constraints. All external lighting shall be installed in accordance wit the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Reason: In the interests of the 'Favourable Conservation Status' of populations of European and UK protected species, UK protected species and habitats listed on s41 of the Natural Environment and Rural Communities Act 2006 and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

The dedicated bat mitigation building shall be constructed, implemented and thereafter retained and maintained in accordance with points 4.6.20-4.6.24 and Figures 16-18 of the submitted and herby approved Ecological Assessment (Somerset Wildlife Trust Consultancy, October 2025) and any associated European Protected Species Mitigation Licence issued by Natural England. Reason: In the interests of the strict protection of UK protected and priority species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032

The existing clay roof tiles on the development hereby approved, shall be retained wherever practicable and feasible and any which have deteriorated beyond reasonable use shall be replaced with reclaimed tiles of matching profile and colour. Reason: To preserve the historic character and traditional appearance of the building in accordance with policies D2 and D26 of the Sedgemoor Local Plan 2011-2032.

Prior to the installation of the demountable boarding to the ground floor windows, details of the boarding shall be submitted to and approved by the Local Planning Authority. Once approved, the boarding shall be installed in accordance with the submitted details and retained and maintained thereafter for the lifetime of the development. Reason: In the interest of visual amenity and to preserve the historic character and traditional appearance of the building in accordance with policies D2 and D26 of the Sedgemoor Local Plan 2011-2032.
