The proposed development fails to demonstrate that a safe and suitable access can be achieved for all users. The submitted plans do not meet minimum standards for emergency vehicle access, waste collection, or pedestrian safety. In the absence of evidence to address these concerns, the proposal is contrary to Paragraphs 110 and 111 of the National Planning Policy Framework (NPPF) and Policies D13 and D14 of the Local Plan, which require developments to provide safe and suitable access for all.

The site includes vegetated areas exceeding the exemption threshold for Biodiversity Net Gain (BNG). No biodiversity assessment or enhancement strategy has been provided, resulting in conflict with Local Plan Policy D20 and national requirements for BNG as set out in the Environment Act 2021 and supporting guidance. The proposal therefore fails to demonstrate compliance with statutory biodiversity obligations.
