The retention of the side garden wall, with the rendering over the reconstituted stone would by reason of its material, colour and appearance fail to preserve or enhance the character and appearance of the Conservation Area and would have an adverse impact on the visual amenities of the locality. As such the proposal is contrary to policies D2 and D26 of the Sedgemoor Local Plan 2011 to 2023 and paragraphs 139 and 196 of the National Planning Policy Framework.
