The application site is located within a residential estate characterised by properties set back from the edge of the highway. The proposed dwelling by reason of its proposed position forward of the building line established by existing properties within Rhode Lane would result in a detrimental impact upon the character of the existing street scene. Also, due to the restricted size of the site the proposal would also result in a cramped and contrived appearance, contrary to the scale and character of existing plots within the immediate area and therefore would be out of keeping with the established pattern of residential development within the locality. The proposal would be contrary to Policy D2 of the Sedgemoor District Local Plan and Section 12 of the National Planning Policy Framework.
