The proposed changes to the parking spaces bin store and patio areas would result in a material increase in the number of spaces on site and as a result would have a visual impact on the site by virtue of the loss of landscaping, impacting on the setting of the existing building and the surrounding area. The proposed changes are considered to materially alter the appearance of the development as a whole. As the proposed works will go beyond the scheme approved by the planning permission they cannot be considered as a non-material change.
