The proposed change of use from offices to 8 residential flats would take place within the existing Grade I listed buildings, designated heritage assets of the most important historic significance. By virtue of the plans submitted the proposal would see the creation of new openings through the walls and panelling would lead to loss of historic fabric and the provision of subdivision through the installation of kitchens and bathrooms would affect the historic layout of the interior and would be detrimental to its significance. The provision of interventions through the building fabric for flues and extraction equipment would be harmful to the character and appearance of the building. Overall, it is considered considered that the proposed works will cause harm to the significance of the two houses, through subdivision of the properties and key principle spaces, the erosion to its historic plan form, loss of fabric and installation of visually detracting features internally and externally. The application has not been accompanied by the level of supporting information proportionate to the building's importance, which is substantial due to their Grade I listing, and does not provide sufficient justification or explore, through an asset appraisal, the harm the alterations would bring to the significance of the designated heritage asset. As a result the proposal is contrary to Policy D26 of the Sedgemoor Local Plan and Section 16 of the National Planning Policy Framework.
