It has not been adequately demonstrated that the development, which includes single storey accommodation in Flood Zone 3a, would be affected by flooding from any source, whether it will increase flood risk elsewhere, whether any measures to deal with these effects are appropriate, and that the development would be safe for its lifetime. The proposal therefore fails to comply with Class M of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and Section 14 of the National Planning Policy Framework.
