The proposed illuminated digital advertising board with changing illuminated displays, would by reason of its design, display and positioning reduce clarity and the effectiveness of traffic signs and signals and would be likely to distract road users to the detriment of the safety of motorists and pedestrians. As such the proposal is contrary to Section 9 NPPF 2019 and policy D13 Sedgemoor Local Plan 2011-2032

The proposed illuminated digital advertising board, by reason of its size, illumination and changing display, would result in a significantly adverse visual impact on the street scene and character and appearance of the local area. As such the proposal is contrary to government guidance in the form of the National Planning Policy Framework and The Town and Country Planning (Control of Advertisement) (England) Regulations 2007 (as amended) and Policy D2 of the Sedgemoor Local Plan 2011- 2032.

The proposed illuminated digital advertising board would by reason of the illumination and changing display result in an unacceptable degree of visual intrusion, disturbance and light pollution to the living conditions of nearby residential properties. As such the proposal is contrary to policies D24 and D25 Sedgemoor Local Plan 2011-2032.
