The advertisement hereby submitted would result in causing an adverse visual impact in respect of glare and dazzle from the digital display by reducing clarity and effectiveness of traffic sign or signal and distract road users and therefore would result in highway safety issue and therefore the proposal fails to comply with government guidance in the National Planning Police Framework and The Town and Country Planning (Control of Advertisement) (England) Regulations 2007 (as amended) and Policy D13 of the Sedgemoor Local Plan 2011- 2032 and Section 9 of the National Planning Policy Framework.
