The proposal seeks to use the dwelling for two young people to live in the house, but not as a single family as they would be cared for by a number of employees who would visit the property for their day/shift of work and would reside elsewhere. The use as described would not be as a C3 use as a dwelling house but as a C2 use as a childrens' home and as there is no permitted change from Class C3 to Class C2 under the Use Classes Order 1987 (as amended), an application for planning permission is required and this application for a Lawful Development Certificate is refused.
