The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Notwithstanding the approved drawings, no approval is hereby granted for the rendering of the rear (north east) elevation as shown on 1392/950 which shall be retained as a brick finish. The nature and colour of the materials to be used to render the front (south west) elevation of the application building shall be submitted to and approved in writing by the Local Planning Authority before those materials are installed/fitted to the building. The development shall proceed in accordance with the approved details. Reason: For the avoidance of doubt as to the extent of the permission granted and in the interests of visual amenity.

The residential units hereby approved shall not be occupied until a secure covered cycle rack facility has been provided in accordance with a design specification to be submitted and approved by the Local Planning Authority, and to be constructed to the satisfaction of the Local Planning Authority. Reason: In order that adequate off-street bicycle parking is provided.

The yard area located to the rear of the application building (as accessed from King's Place) shall at no time be used for the parking of vehicles in connection with the residential flats hereby approved. Reason: In the interests of highway safety. The access has poor visibility and the site has inadequate turning facilities. If this area was used for parking it is likely that vehicles would have to reverse out onto King's Place to the detriment of highway safety.
