The site is located outside of the settlement boundary where development is appropriately controlled. It is poorly located in terms of access to local services and does not support means of accessing those services other than by private car. There has been insufficient community engagement/consultation and there does not appear to be any wider contributions to local infrastructure. As such, the proposal does not accord with policies C01, S2 and T3a of the Local Plan.

By virtue of the form, massing, design, materials and layout of the proposed dwellings, the development would look out of character with the area and would be contrary to Policy D2 and D19 of the Local Plan.

The site is located within Flood Zone 3 and no Sequential Test has been provided to demonstrate that sequentially, this site is appropriate and that there are no other suitable sites within lower flood risk. Furthermore, insufficient information has been provided to demonstrate that the proposed surface water drainage system and SUD system would function satisfactorily and as such the development is contrary to Policy D1 of the Local Plan.

The site lies within the Brent Knoll Area of High Archaeological Potential (AHAP) the proposal has the potential to impact upon a heritage asset. Insufficient information has been provided to allow proper assessment of the impact of the development on a heritage asset and the application is therefore contrary to Policy D26 of the Local Plan.

The submitted Ecological Appraisal refers to the potential of the site and the adjacent rhynes to provide areas of habitats likely to support protected species and recommends further reports to be provided to establish the extent that they may be affected by the proposal. By virtue of the lack of information to demonstrate that significant harm cannot be adequately avoided, mitigated or compensated for, it has not been satisfactorily demonstrated that the presence or otherwise of protected species, and the extent that they may be affected by the proposed development. Therefore the development does not accord with Policy D20 of The Local Plan.
