The existing site lies within a built up area of Brean but is located outside of the designated development boundary of the village. The proposal is for the erection of 3 newly constructed residential units (containing 14 HMOs bedrooms) and as the site falls outside of the settlement boundary any proposed residential accommodation should comply with policies that provide exceptionally for full residential development outside of these defined areas. In this case the proposal would not result in the provision of a mixed affordable housing proposal, infill housing in the countryside within a cluster of 10 or more residential dwellings, a rural worker's dwelling where there is an essential and functional need for residents to be on site or the development of brownfield site as defined within the National Planning Policy Framework. Taking into account the above the proposed residential flats would be remote from existing services and facilities that would be required on a daily basis should a full time residential use be allowed. The site is not within reasonable walking or cycling distance of shops, supermarkets, education, medical facilities and therefore the development would result in a reliance on private vehicles for the potential occupants daily needs. The site is within a location which is well estabished for its tourism character and therefore the proposal would not be in keeping with the pattern of development locally. No reasonable justification has been advanced on the basis of a locational requirement for residential development in this location. Furthermore it has not been demonstrated that the proposal would comply with a local plan policy that, exceptionally, supports residential development outside settlement boundaries. In the absence of a justification under policy C01, or under any other local plan policy, the proposal would constitute unsustainable development in this location Overall, it is considered that based on the site's location, which is outside the development boundaries of the village and remote from services and facilities required for the daily needs of a full time residential use, the proposed four residential flats would be contrary to Policies S2, T3a, CO1 and CO2 of the Sedgemoor Local Plan.
2
By virtue of the proposed number of windows, their design and location within the south elevation of the two bedroom flats there would be a detrimental impact on the residential amenity of the adjacent property through direct overlooking and a loss of privacy. The proposal would be contrary to Policy D25 of the Sedgemoor Local Plan.
