The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

The conversion of the garage to annexe accommodation hereby permitted shall remain as permanent ancillary accommodation to the principal dwelling (West Beach) and shall be occupied only by persons of the same household. There shall be no subdivision of this single residential planning unit. Reason: The development permitted is acceptable on the basis it is used in conjunction with the existing property.

The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) Graham Moir Associates and the following mitigation measures detailed within the FRA:   1. Finished Floor Levels set no lower than 8.56m AOD 2. Flood Resilience measures The mitigation measures shall be fully implemented prior to occupation and subsequently maintained for the lifetime of development, unless otherwise agreed in writing, by the local planning authority in consultation with the Environment Agency. Reason: To reduce the risk of flooding to the proposed development and future occupants.

Prior to the first occupation of the annexe hereby approved a flood evacuation plan will be submitted to and approved in writing with the Local Planning Authority including details of any early warning systems and rescue/evacuation routes. The development shall be carried out in accordance with the approved details unless otherwise agreed in writing. Reason: To reduce the risk to future users.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order), 2015, the prior written permission of the local planning authority shall be obtained for the insertion of any new windows, other than any hereby approved, in the north elevation by the submission of a planning application made for this purpose. Reason: To safeguard the privacy of adjoining property.
