The application has not been supported by sufficient ecological survey information to assess the presence of protected species or the quality and extent of existing habitats. This lack of evidence means the proposal fails to demonstrate that it would not result in harm to protected species and does not provide a basis for calculating Biodiversity Net Gain. As such, the proposal is considered to be contrary to Policy D20 of the Sedgemoor Local Plan 2011–2032, the Conservation of Habitats and Species Regulations 2017, and the objectives of the National Planning Policy Framework (2024).
