The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Notwithstanding the provisions of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (and any Order revoking and re-enacting this Order), no development of the types described in the following Classes of Schedule 2 shall be undertaken without the express consent in writing of the Local Planning Authority other than those expressly authorised by this permission:- (a) Part 1, Class A (extensions and alterations) (b) Part 1, Classes B and C (roof addition or alteration), (c) Class D (porch) and (d) Class E swimming pools and buildings incidental to the enjoyment of the dwellinghouse. Reason: To enable the Local Planning Authority to exercise control over development which could materially harm the character and visual amenities of the development and locality and the amenity of neighbouring occupiers.

a). The holiday accommodation hereby approved shall be occupied for holiday accommodation purposes only and shall not be occupied as a person's sole or main residence. b). The site operators and/or owners shall maintain an up to date register of the names of all guests, and evidence of their main home addresses, and shall make this information available at all reasonable times to the local planning authority. Reason: In the interests of sustainability and to ensure that this rural proposal meets the identified need and in particular is not used for permanent private residential use in accordance with polices CO1 and D17 of the Sedgemoor Local Plan.

There shall be no external lighting unless a lighting design for bats, following Guidance Note 08/18 Bats and artificial lighting in the UK (ILP and BCT 2018), has been submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. The design should accord with Step 5 of Guidance Note 08/18, including submission of contour plans illustrating Lux levels. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

As enhancement measures and in accordance with paragraph 174(d) National Planning Policy Framework (NPPF) bat and bird boxes should be incorporated into the building as set out in the Ecology Report (Crossman Associates). This includes the provision of two Habitat bat boxes (type 001) (or similar) and two bird boxes suitable for house sparrows. Final placement of the boxes should be done in consultation with a suitably qualified ecologist. Plans and photographs of the installed features shall be submitted to and agreed in writing by the Local Planning Authority prior to first use of the holiday accommodation hereby permitted. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 174(d) of the National Planning Policy Framework and Policy D20 of the Local Plan

The window in the first-floor south-western elevation serving the lounge shall be fitted with fixed and obscure glazing prior to the first occupation of the building and shall thereafter be retained and maintained as such to the satisfaction of the Local Planning Authority. Reason : To protect the amenity of the occupiers of Elm Farm and in accordance with Policy D25 of the Local Plan

Details of a scheme for the management of foul water based on sustainable drainage principles should be submitted to and approved in writing by the Local Planning Authorityprior to the first use of the holiday accommodation hereby permitted. No part of the development shall be brought into use until the drainage system has been constructed in accordance with the approved scheme. The scheme shall thereafter be managed and maintained in accordance with the manufacturer's specifications for the lifetime of the development. Reason: to avoid pollution and in the interests of amenity.

The external materials to be used in the conversion and extension of the barn and outbuilding hereby permitted, shall match as closely as possible the palette of the existing buildings. Reason: To maintain the character and to preserve the historic integrity of the fabric.
