The extent of the proposed linear development, perpendicular to the established linear pattern of development along Cheddar Road, would give rise to an inappropriate, intrusive and isolated form of development which would unacceptably harm the character, appearance and tranquillity of the area, and the nature of the scheme is such that conditions could not ameliorate this substantial harm. As such the proposal would fail to accord with Policies D2, D9 and D19 of the Sedgemoor Local Plan and Policy HD-3 of the Axbridge Neighbourhood Plan. Policies seek amongst other things, high quality design that responds positively to and reflects local characteristics, and that of the identity of the site and surrounding area, thereby reflecting objectives of paragraph 174 and 185 of the National Planning Policy Framework, with which the proposed development conflicts.

The proposed development would give rise to an increased potential for conflicts between vehicles and pedestrians, and this intensive form of backland development with driveways for the proposed dwellings passing the amenity space and windows of the existing and proposed dwellings, would have a considerable impact on occupants' privacy and amenity space through noise and disturbance, which would not be conducive to harmonious living, to the detriment of the amenities of existing and future occupiers contrary to policies D24 and D25 of the Sedgemoor Local Plan and paragraph 185 of the National Planning Policy Framework.
