The proposed detached garage and workshop, by reason of its prominent siting forward of the principal elevation, and its excessive size and scale, would appear as a dominant and incongruous feature within the street scene that would not be subordinate to the host dwelling. The building would have a character more akin to an agricultural structure than a domestic outbuilding, resulting in harm to the character and appearance of the area. The proposal therefore fails to achieve high quality design that responds positively to local character and is contrary to Policy D2 of the Sedgemoor District Local Plan 2011–2032, Policy 1 of the Ashcott Neighbourhood Plan, and paragraphs 135 and 139 of the National Planning Policy Framework.
