There is insufficient information to establish the principle of such development in the countryside location. There is no evidence provided to justify the erection of an agricultural building of a substantial size and scale to be used as a fodder and implement store within this countryside location. Such development can be supported where there exists sufficient justification setting out an identified countryside need, in the absence of any such, the development is contrary to policies S2 and CO1 Sedgemoor Local Plan 2011-2032.

There is insufficient evidence provided in support o the application to inform an assessment of the need for a building of this size, scale and siting and the impacts on the setting of the listed building. In the absence of any such supporting evidence, it is not considered that the development proposed has been sufficiently justified or indeed that the impact upon the setting of the listed building can be justified. By virtue of the size, scale and visually prominent siting of the building proposed, it is considered that the development would give rise to an unacceptable impact on the setting of the listed building and in the absence of any overriding need for the same, is therefore contrary to policy D26 Sedgemoor Local Plan 2011-2032.

There is insufficient evidence provided in support of the application to determine that the proposed development would not give rise to an increase in livestock and therefore an unacceptable impact on the Somerset Levels and Moor RAMSAR by virtue of increased phosphorous loading. In the absence of the necessary supporting information to be able to assess the impact of the development and identify appropriate mitigation, the development proposed fails to comply with the requirements of policy D20 Sedgemoor Local Plan 2011-2032.
