The proposal fails to adequately meet the policy tests in policy CO2 of the Sedgemoor Local Plan 2011-2032 due to the sporadic nature of development in the immediate area which is such that the proposal could not reasonably be considered to amount to the infilling of the main built up area of an existing settlement. To allow the proposed development would result in an isolated home in the countryside to the detriment of the landscape character of the countryside contrary to the requirements of policies CO2, D9 and D19 of the Sedgemoor Local Plan 2011-2032, the principles of sustainable development as set out in policies CO2 and S2 Sedgemoor Local Plan 2011-2032 and paragraphs 79, 80, 105 and 174 of the National Planning Policy Framework which aim to restrict development in the countryside and to reduce reliance on the car.

The proposed development would adversely impact upon the Somerset Levels and Moors Ramsar site by adding to the concentration of phosphates in the area where they are already excessive. In the absence of technical information demonstrating the level of phosphates generated by the development, it is not possible to produce a Habitat Regulations Assessment or put in place the necessary mitigation measures necessary to off-set the impacts. As such the proposal is contrary to Policy D20 of the Sedgemoor Local Plan and Paragraph 174 of the National Planning Policy Framework.
