Insufficient information has been provided to demonstrate what agricultural activities take place at the site which would justify the siting of a shepherd's hut. It cannot be confirmed that the proposal is ancillary to such activities. As such the proposal is not considered to be lawful and the certificate is to be refused.

Insufficient information has been provided to demonstrate that the shepherd's hut is not a building or structure. As such, its installation, assembly and erection would fall within the definition of development under s55 of the Town and Country Planning Act 1990. Planning permission would therefore be required and as such the certificate is to be refused.
