Conditions and Reasons

1
The proposal is for the storage of caravans and motorhomes which does not constitute a specific countryside need such as relates to agriculture, forestry or local food production being the types of small-scale employment development permitted in the area defined as countryside in the Core Strategy. There is no functional link with the existing agricultural machinery business operated by the applicant from the site and therefore the proposal is not considered to represent an expansion of the existing commercial operation and as such is considered to be contrary to Policies P6 and D11 of the Core Strategy.
2
Insufficient information has been provided to assess the highways impact of the proposal. By virtue of the busy road off which the site is accessed, the large trailer borne vehicles which would access the site and potential for large number of vehicles to be stored at the site the potential for highways impact is severe. Without this information the acceptability of the proposal in highway terms cannot be determined. The site cannot also be accessed by sustainable modes of transport and would be solely reliant on access by private motor vehicle. The application is therefore considered as being contrary to Policies D9 and D10 of the Core Strategy and Policy 6 of the Ashcott Neighbourhood Plan and paragraphs 32 and 34 of the National Planning Policy Framework.
